Before we send one more advisor there, wouldn't it make more sense to blast the rats who endanger the worlds' well being? I may not be super smart, but I learned how to slim down a rat pack as a child. Maybe the "strategy" doesn't need to be outlined on TV for the world, just one fly over and drop a few canisters mixed into military supplies. They would come running!
