I love people and our planet, however, in war sometimes there is collateral loss. Since we have the Ebola outbreak, why not ship that to Syria into the ISIS camps? Before we send one more advisor there, wouldn't it make more sense to blast the rats who endanger the worlds' well being? I may not be super smart, but I learned how to slim down a rat pack as a child. Maybe the "strategy" doesn't need to be outlined on TV for the world, just one fly over and drop a few canisters mixed into military supplies. They would come running!
